Compressed Natural Gas (CNG) refers to mixes of hydrocarbon gases and vapours, primarily Methane or a suitable blend of Hydrogen and Methane in gaseous form, that have been compressed for use as an automotive fuel and in industrial applications and includes Compressed Bio Gas.

A CNG (Compressed Natural Gas) fuel station, also known as a CNG filling station or refuelling station, is a location where cars powered by compressed natural gas can refill. CNG is an alternative fuel source that is gaining popularity in transportation due to its environmental benefits and cost savings over standard petrol or diesel fuels.

Any person desiring to obtain a license for a CNG Pump or CNG Dispensing Station in Form ‘G’ has to make an application in Form ‘C’ to the PESO department as per the Gas Cylinder Rules, 2016.

Procedure for obtaining a CNG Pump License or a CNG Dispensing Station License in Form G in India:

  • check icon Obtaining Login credentials: The applicant must first register and create a Login ID and Password in the NSWS portal to obtain a license.
  • check icon Documentation: The applicant must upload all the necessary documents online accordingly. All documents must meet the rules of The Gas Cylinder Rules, 2016.
  • check icon Fees: The applicant must pay the required fees online as specified in The Gas Cylinder Rules, 2016.
  • check icon Prior Approval: After proper documentation, the PESO department will give Prior Approval to start the construction of the premises as per the approved plan layout.
  • check icon Construction: Once the Prior Approval is received from the PESO, the applicant shall start the construction of the storage shed.
  • check icon Grant of License: The licensing authority after scrutiny of the document and inspection of the premises, will grant the Final License to the applicant.

Pre - Requisites / Documents for a CNG Pump License or a CNG Dispensing Station License in Form G in India:

  • check icon Area/ Land: Land is an important factor for the Storage and Filling of Compressed Gas. The applicant must have adequate and sufficient space to do the same.
  • check icon LOI: Letter of Intent from the company
  • check icon Firms Constitution Documents: Photo ID / Partnership Deed & ROF registration receipt / Certificate of Incorporation / Trust Registration / HUF Deed / Society Registration depending on the type of constitution
  • check icon Details of proprietor/partner/ Director/Trustee etc.: Details of proprietor/director/trustee etc. mentioning their Name, Qualification, DOB, Phone Number, and Email id.
  • check icon ID Proof: Pan card and Aadhar card of proprietor/partners/directors.
  • check icon Agreement: Sale Agreement or Registered Rent Agreement
  • check icon Premises ownership documents: Electricity Bill and Property tax Receipt
  • check icon Plan Layout: Plan layout drawn as per the PESO rules and regulations.
  • check icon DM NOC: No objection certificate from the District Authority under rule 48 in case license is for the storage of flammable, toxic, and/or corrosive gases for sale/trade

A license in Form ‘G’ given or renewed under The Gas Cylinder Rules, 2016 to dispense CNG as automotive fuel from a mother station, daughter station or a CNG online station must remain in force until the 30th day of September of the year in which the license is granted or renewed, subject to a maximum of ten years. Every license or approval granted under these rules must be subject to the conditions indicated in them.
